Las vacas y el liberalismo

Matanza de vacas. Las miro subidas al camión que las lleva a la muerte. Me conmuevo. ¿Por qué los animales me tocan tan de cerca?

Fui un niño sin límites que podía ser cruel con los animales. Fui un adulto lo suficientemente preocupado por mí mismo como para no entender nada que fuera de veras importante.

Pero si en algún sentido mejoré, si en algún sentido adquirí algunos valores que me permitieron avanzar, fue aprendiendo a amar a los animales.

Ni “los éxitos logrados” ni los “reconocimientos” que me dieron, ni el cariño inexplicable de mucha gente, ni los artículos o libros que pude publicar, ni el pantallazo de la tele y su notoriedad de cartón y espejismo, nada, digo, fue más importante que mi educación sentimental respecto de los animales.

Amo a los animales, entre otras cosas, por su desamparo. Los amo más por su indefensión que por su belleza. Y es que también hay mucho de bello en esa vulnerabilidad, en esa dependencia que, a veces, llega a ser trágica.

Los animales son vida concentrada y sin remilgos, fuerza que no hace preguntas, lealtad que no duda. Son la vida que no piensa en la muerte. Su tiempo eterno es el presente, su fe consiste en durar, su plenitud es latir.

Y para mí, en la gradación de mis querencias, detrás de los perros están las vacas. Amo a las vacas porque las condenamos como a muchos hombres: siendo inocentes.

No hay en las vacas una sola malicia. Son lentas y enormes y te miran con bondad y te lamen sin cálculo y, cuando han parido o van a parir, la tetamancia les cuelga como una bolsa suiza de lactancia.

No son territoriales sino masivas, comen como en un internado y tienen la mansedumbre de la hierba santa y la paciencia de algunas jubiladas.

Mirándonos con sus ojos agradecidos -como si nos debieran algo-, las vacas no saben lo que es prisa y aprueban lo que les toca emitiendo un tono de tuba.

La preñez, como se sabe, las hace más hermosas y aún más plácidas y pronuncia las venas de sus vientres como si fueran aquellas matronas y señoras que Federico Fellini ponía en las casas del pecado.

Y así están las señoras vacas pastando en el desayuno, almorzando forraje, siendo leche, las vacas y sus mandíbulas siempre en movimiento, las vacas que un día desaparecen y son llevadas en camiones al matadero.

Así estaban las vacas, predispuestas sin saberlo a la hamburguesa, hasta que unos canallas decidieron subirles la ración de liberalismo y de mercado.

Esa dieta, que aceleraba la tasa de retorno y hacía más suculenta la ganadería, fue la famosa harina cárnica, es decir polvo de cementerio, bovino molido, escarcha de cadáver.

Y las vacas no sabían que comían vacas, residuos cadavéricos de abuelos y amistades.

Entonces apareció el prión de la encefalitis espongiforme y pasó a la cadena alimenticia. Y de allí al hombre. Y cuando Bruselas prohibió el consumo de esos forrajes esqueléticos, Gran Bretaña, la cuna de la enfermedad, los exportó. Porque así es Gran Bretaña muchas veces, pregúntenle a Ghandi.

Y cuando cundió el pánico, entonces Bruselas decidió que debían morir cientos de miles de vacas, millones de vacas infectadas de avaricia humana.

Empezaron a matarlas como el hombre mata a las vacas: en serie y con denuedo.

Y allí se las podía ver a las señoras vacas mirando por la rendija del camión que las llevaría a la muerte. Mirando con sus ojos marrones claros, tratando de mirar por entre la nube negra que dejaba el camión petrolero. Ajenas a la inmundicia de los hombres, servidoras públicas jamás reconocidas, más puras que nunca.

Como decía, nada cambió más intensamente mi vida que amar, sin condición alguna, a los animales. Que acercarme un poco a su grandeza. Que compartir su luz.

Sé que muchos miserables -empezando por Hitler- pudieron y pueden querer intensamente a sus perros, gatos, peces o caballos.

Pero si es cierto que hubo y hay infames que podrían desacreditar el amor por los animales, tampoco tengo dudas de que nadie debería emparejarse con alguien que es capaz de patear a un perro, aplaudir a un torero, cazar por deporte, ponerse una chinchilla alrededor del cuello y, en fin, suponer -como suponen todos los imbéciles- que el hombre es el rey de la creación.

Esta lucha se dio entre las fuerzas del imperialismo aleman versus el pueblo sovieto bajo gobierno de la URSS, Estado Proletario, fue una lucha cruenta con sacrificios de vidas militares y civiles. El proletariado nacional e internacional debe considerar estas experiencias. Sobre todo esta de gran victoria del pueblo sovietico.

La tragedia que sufre el pueblo haitiano conmueve los sentimientos de todas las personas en cualquier parte del mundo. Las imágenes que nos llegan a través de los medios de comunicación, son terribles. El saldo provisional de los daños, aún citados en frías cifras, ofrece alguna magnitud de la situación:

-Más de 100 mil muertos según las autoridades haitianas, que no descartan se incrementen hasta llegar a 200 mil.

-Unos 250 mil heridos.

-Un millón y medio de personas sin hogar.

Y ello, sobre una población que ya vivía en un 78% por debajo de la línea de pobreza, en un territorio devastado por huracanes, inundaciones y deslaves, con tierras agotadas y deforestas, y sobre todo, por siglos de explotación colonial e imperialista. Si, porque la tragedia reciente, recayó sobre una tragedia histórica.

Haití, desde comienzos del siglo XIX cuando esclavos negros y mulatos tuvieron la osadía y cometieron "el pecado" de derrotar a las tropas colonialistas francesas -por supuesto blancas-, y declarar la primera independencia en América Latina, fue maldecido por el Dios del capital y del mundo occidental desarrollado, que perdió una rica y productiva colonia que abastecía a Europa del 60% del café y el 40% del azúcar que consumía.

Por ello el pueblo haitiano fue castigado; sometido a aislamiento y debió pagar altas indemnizaciones impuestas, que lo empobrecieron.

Estados Unidos ocupó militarmente el país en 1915 con el pretexto de asegurarse el pago de deudas y allí estuvo hasta 1934. El Secretario de Estado por entonces, Robert Lansing, justificaría la intervención diciendo: "la raza negra es incapaz de gobernarse a sí misma, tiene una tendencia inherente a la vida salvaje y una incapacidad física de civilización." Dejó garantizados sus intereses en manos de la Dinastía Duvalier que lo administró siguiendo orientaciones de Washington durante otros 30 años.

Ahora de nuevo se repite la historia, pues según las autoridades estadounidenses, los haitianos son incapaces de instaurar el orden y la seguridad necesarias para ayudar a superar los efectos del terremoto, por tanto deben ocupar militarmente el país y para ello están desembarcando 16 mil marines, controlan el aeropuerto capitalino, el puerto y otros puntos estratégicos, al tiempo que desatan una campaña mediática consistente en la creación de una imagen de caos y violencia, que justificaría la ocupación ante la opinión pública.

La OSPAAAL, en su objetivo de promover la solidaridad entre los pueblos de Asia, África y América Latina, reitera sus sentimientos solidarios con el hermano pueblo de Haití, llama a todas las fuerzas progresistas y amantes de la paz a colaborar en la reconstrucció n de un nuevo país libre de ocupación militar extranjera y denuncia los planes imperiales de imponer un orden dictatorial como ya hizo en la triste época de los Duvalier y los Ton Ton Macoute.

¡El pueblo haitiano necesita ayuda humanitaria y apoyo para su desarrollo independiente, no ocupación militar!

HAITI NEEDS SOLIDARITY AND HUMANITARIAN AID, NOT ANY MORE MILITARY OCCUPATION

The tragedy being endured by the Haitian people moves the feelings of all persons in any part of the world. The images we receive through the mass media are terrible. The provisional balance of the damage, even if only quoted in cold figures casts some light on the scope of the situation.

-Over 100,000 deceased, according to Haitian authorities, who do not rule out the possibility that they might reach 200,000.

-Some 250,000 wounded.

-One and a half million homeless.

All this upon a population already under the line of poverty by 78%, in a territory devastated by hurricanes, floods and landslides, with exhausted and deforested lands and, above all, having endured centuries of colonial and imperialist exploitation.

Indeed, the recent tragedy fell upon a historical mishap. Since the early 19th century, when black and mulatto slaves were so bold as to "commit the sin" of defeating the French—naturally white—colonialist troops and declare the first independence in Latin America, a curse was cast on Haiti by the God of capital and of the developed western world, which lost a rich and productive colony that furnished Europe with 60% of the coffee and 40% of the sugar it consumed.

For that reason the Haitian people was punished, submitted to isolation and forced to pay high compensations that impoverished it.

The United States carried out a military occupation of the country in 1915 with the pretext of ensuring the payment of debts, remaining there until 1934. The State Secretary at the time, Robert Lansing, justified the intervention saying: "The black race is incapable of governing itself; it has an inherent trend to wild life and a physical incapacity for civilization" . The United States made sure that their interests would be safe by leaving them in the hands of the Duvalier dynasty, which managed them for the next 30 years following Washington's directives.

History repeats itself now, since, according to U.S. authorities, Haitians are incapable of establishing the necessary order and security in the country to help overcome the consequences of the earthquake. Therefore, they must occupy the country militarily and for that purpose they are disembarking 16,000 marines, took over control of the airport in the capital and of the port and other strategic points, while at the same time unleash a media campaign aimed at creating an image of chaos and violence that would justify the occupation in the eyes of public opinion.

In its purpose to promote solidarity between the peoples of Asia, Africa and Latin America, the OSPAAAL renews its supportive feelings with the brotherly people of Haiti, calls upon all progressive forces and lovers of peace to collaborate in the reconstruction of a new country, free from foreign military occupation and denounces the imperial plans of imposing a dictatorial order as it already did in the sad period of the Duvaliers and the Ton Ton Macoutes.

The Haitian people need humanitarian aid and support for its independent development, not military occupation!

PEROU, Toujours l'illusion : A propos des salaires

Au Pérou il y a une montagne de choses qui ne vont pas dans le bon sens. Nous allons aborder le sujet des salaires dans cette courte réflexion.

L'OIT, institution internationale, vient de rappeler que le salaire minimum vital mensuel au Pérou stagne depuis deux ans autour de 114.5 US$, il est inférieur à la moyenne de l'Amérique Latine (126.2 US$). Les grandes entreprises au Pérou obtiennent d'énormes bénéfices, notamment dans l'industrie minière, qui compte près de 300% de bénéfices en plus de privilèges fiscaux et juridiques. D'autre part, la productivité a augmenté tandis que les coûts salariaux et le pouvoir d'achat ont été réduits.

L'OIT a appelé le gouvernement péruvien à calmer son « optimisme », mais la défense de ses positions néolibérales le rend aveugle et impopulaire, surtout sur sa politique salariale, économique et sociale. Les entreprises arrivent à de bons résultats et ceci ne se traduit pas en investissements et en emplois.

A travers le monde, le gouvernement cherche à tout prix des investisseurs étrangers et pour les transnationales le gouvernement offre son pays à bas prix, avec les coûts salariaux les plus bas d'Amérique du Sud. Pendant ce temps, d'autres pays progressent sur le pouvoir d'achat (+ 12 % en Bolivie).

Si l'OIT fait un rappel sur la stagnation de la Rémunération Minimum Vitale, il faut se poser la question du rôle de l'État et de son gouvernement, mais aussi de celui des organisations syndicales et politiques qui n'ont pas réussi à obtenir des mesures en faveur des salariés, ni à faire face à l'offensive néolibérale. Le gouvernement prétend suivre une des recettes du Prix Nobel d'économie Robert Lucas (1995) qui affirme que « l'État ne sert à rien en matière économique, si ce n'est à perturber inutilement le jeu des acteurs ». La stratégie néolibérale du gouvernement s'inspirant de tels théoriciens a subie de graves échecs face à la réalité : le néolibéralisme n'élimine pas les inégalités. A. Garcia est le président de l'approfondissement de ces inégalités. Nous pouvons affirmer que le néolibéralisme et la stratégie économique, politique et sociale que met en place ce gouvernement n'appartiennent pas à la culture millénaire du Pérou et n'en sont pas non plus issues.

Pour ne pas augmenter les salaires, les principaux arguments du gouvernement sont :

- « Augmenter les salaires génère l'inflation ». Or, grâce à différents mécanismes économiques, l'inflation est maîtrisable. Certains pays y arrivent avec succès, notamment en Amérique du Sud. Le Pérou sous le premier gouvernement de Garcia avait connu un des plus grands taux d'inflation de son histoire.

- « Augmenter les salaires génère l'augmentation du prix des produits ». Les prix et productions actuels ne correspondent pas au marché interne, parce qu'ils dépendent de la stratégie économique basée sur l'exportation des matières premières et subissent l'échec de l'agro-exportation. Augmenter les salaires est possible par une autre approche politique de l'économie.

- « Augmenter les salaires affecterait la rémunération du capital ». Les gains de productivité et les bénéfices obtenus par les entreprises (surtout les transnationales) prouvent le caractère antisocial de cette vision de l'État sur les salariés et la population.

Il est certain et connu qu'au Pérou la croissance économique était au rendez-vous avec 7 à 8 % ; aujourd'hui elle peine à être positive. Les mesures économiques seront plus difficiles à mettre en place et en terme de salaires, il parait impossible que le gouvernement puisse céder sur une augmentation par la voie de la négociation. Des temps nouveaux vont apparaître, issus de la confrontation entre le gouvernement et les travailleurs qui attendent de meilleurs salaires. Précisons aussi que la Rémunération Minimum Vitale actuelle ne couvre qu'à peine 25 % des besoins élémentaires des Péruviens, du fait du coût élevé de la vie, les prix de certains produits étant comparables aux prix internationaux.

Au gaspillage énorme des ressources, des compétences et des savoir-faire des Péruviens s'ajoutent des taux élevés de chômage et de misère (environ 300 mille Péruviens quittent définitivement leur pays chaque année). Les gros salaires ne concernent qu'une toute petite partie de la population, à savoir des entrepreneurs, certains hauts salariés de l'État, en commençant par le gouvernement, les élus, les représentants des ambassades et tant d'autres encore qui bénéficient de salaires exorbitants. L'écart de richesse entre ces individus et la population péruvienne ne cesse de s'agrandir.

En période de croissance, la distribution de la richesse au Pérou est toujours et encore très inégale, elle ne répond en rien aux intérêts et aux attentes de la population. La croissance n'as pas été mise au service de la souveraineté nationale, ni à celle de l'éducation, de la santé et d'autres secteurs économiques et sociaux du pays. Les faveurs de l'État au capital financier et aux transnationales entrainent une grande méprise de la richesse humaine et imposent des salaires de misère aux péruviens.

Le Progrès au Pérou sera l'œuvre des péruviens et de ses nouvelles générations.

Peut-on Changer le Pérou ? … Alors debout !
